Google’s Page With AdSense?

Google Belarus (http://www.google.by) which is not owned by Google which is extermely surprising has ads to the side of what is Google’s Search. John Battelle said he got the following from Google PR:
“This site (http://google.by) is not owned, operated or controlled by Google.
We are aware of this site and our legal counsel is investigating the matter.”

Could it be that truly this is the path Google will go down? But it seems kind of desperate doesn’t it? I wonder if the site will still be available through Google’s Cache once Google shuts it down? Now there’s a question.
